What is Blessed Flame?

Japan’s gambling landscape has remained an enigma. It began as a seismic opportunity sought after by international casino giants following the enactment of its Integrated Resort Implementation Law in 2018, but as progress slowed potential bidders withdrew, and MGM Osaka emerged as the only new kid on the IR block, with a launch date of 2030.

Now, with Japan promising to open two more IR licences in 2027, ambitious bidders are craning their necks for a leg up over the competition. But Japan has telegraphed mixed messaging on the casino industry.

Depsite it having liberalised gambling in pursuit of the economic benefits that casinos can bring, its regulatory architecture and deeply ingrained social attitudes are not particuarly pro gambling.

Sentencing for Lee, Lee and Hind is set for 23 October 2026 at Southwark Crown Court. Williams will be sentenced at a later date. The Gambling Commission has said trials for the remaining ten defendants will take place in September 2027 and January 2028.

The Commission launched its investigation into various reports of insider betting on the election date in June 2024 after Ladbrokes flagged a bet placed by Williams, who was recorded as a politically exposed person.

Further bets flagged by operators involved other politically sensitive individuals, including Metropolitan Police officers and political advisers. The Commission charged 15 people total in April 2025. Four have now pleaded guilty.

In August, Cambodia’s state news agency, AKP, reported that authorities had inspected 195 licensed casinos nationwide as part of a broader anti-scam crackdown. This resulted in the revocation of 20 licences and the suspension of 29 others, with an additional 23 licences lapsing naturally. 

Touch Sokhak, deputy spokesperson of the Ministry of Interior, emphasised that the operation seeks to prevent Cambodia from becoming “a safe haven or money-laundering base for technology-related criminals”.

However, the sustained enforcement drive has already taken a toll on the wider Cambodian economy. In May, the government lowered its 2026 GDP growth forecast as construction, real estate and consumer spending absorb the short-term impact of the crackdown.
