What is Chilli Xtreme?

Parliament is now considering two competing approaches to online gambling. But neither has produced a licensing framework.

A private members’ bill, 2026/009, was put forward on 20 January by 23 deputies and referred to the General Legislation Committee on 29 January. It would amend the 1974 decree-law to prohibit all online gambling and require internet and payment providers to block it.

MP Yasser Gourari, one of the deputies promoting the measure, told Diwan FM that the bill provides for fines of MAD10,000 to MAD500,000 and prison terms of one to five years. Penalties rise where there is recidivism, involvement of minors or suspicion of money laundering.

There have been no further details about the lottery prize. The Pennsylvania Lottery only finds out that a winning ticket has been sold after the fact, but the lottery cannot tell whether the person buying the ticket actually realized that they had won.

On the upside, scratch-off tickets rarely go unclaimed, as most people tend to scratch the film very shortly after buying a ticket – instantly, or on the same or following day. 

The Pittsburgh area has been producing big winners one after the next, including a $1-million ticket sold recently, as well as another seven-figure prize sold in Carnegie.

How to play Chilli Xtreme

Madsen knows from experience how difficult it can be to escape gambling when access remains readily available.

“I’m trying to address every stage: prevention, support for people who are already struggling, and then action against the illegal sites.”

He does not believe illegal gambling can simply be eliminated. But he believes it can be made harder to operate. That may be the more realistic role for companies such as Trace2Trace as the illegal market evolves: not replacing regulators or enforcement agencies, but providing the intelligence needed to see beyond the individual URL. For Madsen, the motivation remains deeply personal: “I know very well what gambling addiction can do to people.”
